The Beaver in question (ZK-WKA) is fitted with amphibian floats and was on a ferry flight from Ardmore Aerodrome (presumably after maintenance) and it would appear it has been alighted onto the water with the wheels down. That would have to be a rather expensive mistake on the part of the pilot. Fortunately he was the only occupant and escaped successfully. The seaplane didn't sink and is in the process of being towed to shore.

ZK-WKA in happier times.
Note the amphibious floats.
