I belong to a Facebook group called History Of Northern Waters, dedicated to transportation on the rivers and lakes of Northern Alberta, The Yukon and the Northwest Territories. This was just posted by a member.

Trying to make out what it says on the vertical stab...

"R.C.M.P. Air Division" possibly?
