In 1963 the Beriev design bureau has developed several civilian variants of the successful Be-12 ASW amphibian.

Be-18RR was intended for fishing survey and fish transportation. It could take up to 9,000 kg of fish in its three cargo bays.
Be-18P was a transport aircraft for passengers, mail and general cargo for Aeroflot, operating on routes up to 2,000 km long. It could be used all year around from any kind of unpaved airfields (including water, ice and snow).
Be-18LR was an ice patrol aircraft for Soviet Polar Aviation.
